LONDON (AP) — Prime Minister Boris Johnson left his Downing Street office for the last time on Tuesday as he heads to Scotland to formally offer his resignation to Queen Elizabeth II.
The British leader, who announced his intention to step down two months ago, is expected to meet with the queen in late morning at her Balmoral estate to begin the transfer of power to Liz Truss.

Seattle Public Schools Superintendent Brent Jones says the district and the Seattle Education Association have made “tremendous progress” toward ending a strike that has delayed the start of school since Wednesday for about 49,000 students. The union began picketing Wednesday over issues that include pay, class size, and support for special education students and those who are learning English. Jones said in a video message to families Friday both sides share the same goals of supporting students, having safe schools and providing high-quality instruction. He said the district is hoping to add social workers to middle and high schools, provide “intensive support” for first-year teachers and to offer meaningful raises.

A federal judge has ordered the Biden administration to reinstate a drilling lease that has been in dispute for decades on land near the Blackfeet Indian Reservation. The energy lease in the Badger-Two Medicine area in northwestern Montana was cancelled in 2016. The Badger-Two-Medicine is the site of the Blackfeet's creation story and is sacred to tribes in the U.S. and Canada. But federal Judge Richard Leon said officials lacked authority to withdraw the lease so many years after it was sold. He ordered Interior Department officials to reinstate the 10-square-mile lease and a issue a drilling permit to Solenex LLC, the Louisiana company that holds it.

Former Saints quarterback Drew Brees says New Orleans offensive coordinator Pete Carmichael Jr. has long been an “unsung hero” of the coaching staff. The Saints regular season opener at Atlanta marks the first game of a new era for a New Orleans offense that was designed by former head coach Sean Payton. When Payton retired after last season, the Saints promoted defensive coordinator Dennis Allen to head coach. Carmichael remained as offensive coordinator. But that title means more now that the new head coach oversees the defense. Carmichael says “a good percentage” of the offense has remained the same since 2006. But he says some aspects have evolved to suit current players.
The U.S. Department of Health and Human Services is making $35 million available in grants to Native Americans to help implement a nationwide mental health crisis hotline. The announcement Friday came after federal officials visited pueblos in New Mexico to hear from the communities about health care needs. The 988 hotline went live in July. It's designed to be an easy number to remember, similar to 911. The hotline connects callers with trained mental health counselors. The money available to 574 federally recognized tribes will have a limited reach with up to 100 grants awarded. The deadline to apply is Oct. 25. Federal data shows Native Americans and Alaska Natives are disproportionately impacted by suicide.

The Republican candidate for Kansas attorney general has resigned from the board of directors of “We Build the Wall,” a nonprofit that raised money it told donors would be used to build a wall along the U.S. southern border. The Kansas City Star reported Friday that Kris Kobach resigned after the organization and Steve Bannon, a former ally of Donald Trump, were indicted Thursday in New York and accused of transferring hundreds of thousands of dollars raised for the wall to third parties. Kobach resigned from the organization's board and as its general counsel. He has not been accused of wrongdoing by federal or New York prosecutors.
Casper Ruud has reached his second Grand Slam final of the year by claiming a 55-shot point to end the first set of his U.S. Open semifinal and beating Karen Khachanov 7-6 (5), 6-2, 5-7, 6-2. The victory made Ruud 13-2 in major tournaments in 2022 and keeps alive his chance to rise to No. 1 in the rankings next week. The 23-year-old from Norway will face Carlos Alcaraz or Frances Tiafoe on Sunday for the championship. Alcaraz also has a chance to top the ATP rankings after the tournament.
Croatian authorities say a passenger train and freight train have collided, and several people are dead or injured. Police say the collision happened around 9.30 p.m. Friday near the town of Novska, which is close to Croatia's border with Bosnia. Police say emergency teams have been sent to the site and a rescue operation is underway. Police have offered no further details, but Croatian media say the passenger train crashed into a stopped freight train. The reports say one of the trains overturned in the collision.

Authorities say a dispute between two brothers led to a triple murder and suicide last month in a North Dakota wheat field. Towner County Sheriff Andrew Hillier said autopsy results and evidence at the scene suggests 59-year-old Robert Bracken killed his brother, his own son and a third man before shooting himself on Aug. 29. The dead included Bracken’s 64-year-old brother Richard Bracken; Robert’s 34-year-old son, Justin Bracken; and 56-year-old Douglas Dulmage. The Brackens had been working the harvest for Dulmage in his field south of Cando. Hillier says an investigation found that Robert and Richard Bracken had been in a dispute “which had been escalating for a week or more” before the shootings.
Republicans have gone to court to attempt to block North Carolina board of elections actions that extend the absentee-ballot receipt deadline this fall due to a holiday. The Republican National Committee, state Republican Party and the Clay County GOP chairwoman sued in Wake County court on Friday. They want a judge to declare the board is violating state law and the state and U.S. constitutions. The lawsuit contends the board's executive director lacked authority to move the absentee ballot deadline from the Veterans Day holiday to the next work day. They also say other action by the board could limit movement for polling site observers.
